The completion and commissioning of the environmental protection facilities supporting the construction of the 21,000 tons of phosphorus series flame retardant project is publicized as the first stage, and the specific products and production capacity of the first stage are as follows:

1 set of H blowing agent production equipment, 1 set of BK auxiliary workshop production equipment, 1 set of triethyl phosphate (TEP) production equipment, 3 sets of triethyl phosphate (2-chloropropyl) ester (TCPP) production equipment, 1 set of triethyl phosphate (2-chloroethyl) ester (TCEP) production equipment (cancelled construction) and supporting environmental protection facilities, Forming an annual production capacity of 5,000 tons of H foaming agent, 5,000 tons of urea additives, 10,000 tons of triethyl phosphate (TEP), 40,000 tons of tri (2-chloropropyl) phosphate ester (TCPP).

Construction location: Anhui (Huaibei) new coal chemical synthetic materials base, south of the base North Road, east of Huaixing Road;

Project Introduction: This project is to be built in Anhui (Huaibei) new coal chemical synthetic materials base. This project will build 1 3F production workshop and 1 3F finished product warehouse, covering an area of 2642m2. At the same time, one 200m3 BDP storage tank, one 200m3 RDP storage tank, one 250m3 phenol storage tank, one 80m3 toluene storage tank, and one 80m3 cyclohexane storage tank are added, and one set of TPP production unit, one set of BDP production unit and one set of RDP production unit are built. Form an annual production capacity of 21,000 tons of phosphorus series flame retardant products (annual output of 2,000 tons TPP, 9,000 tons BDP, 10,000 tons RDP). The project wastewater treatment relies on the existing sewage treatment station in the plant, and the waste gas relies on the existing waste gas treatment system of "alkali absorption + acid absorption + water absorption + mist remoster +RTO+ cooling tower + three-stage alkali washing" in the plant. The temporary storage of hazardous waste relies on the existing temporary storage of hazardous waste in the plant area.

21,000 tons of phosphorus series flame retardant project total investment: 85 million yuan.

2. Contents of environmental protection facilities for supporting construction

(1) Wastewater recovery tank, wastewater treatment multi-effect evaporation concentration salt extraction, semi-buried integrated power treatment facilities (iron carbon micro-electrolysis +Fenton oxidation + neutral coagulation precipitation + comprehensive regulation tank + pulse anaerobic +MBBR aerobic + precipitation)

(2) waste gas treatment system: Acidic waste gas is mainly hydrogen chloride and waste gas generated by BDP device, and acidic waste gas is concentrated into the tail gas absorption tower through the pipeline; The breathing gas of the tank farm is connected to the tail gas main through the breathing pipe and introduced into the tail gas absorption tower. The hydrogen chloride is pretreated by water absorption and alkali absorption process. The hydrogen chloride after absorption and treatment in the BDP workshop enters the "alkali absorption + water absorption + adsorption desorption +RTO device" for treatment, and the tail gas after treatment in the tertiary alkali absorption tower is discharged through the 25m high exhaust cylinder (1# exhaust cylinder). HCl waste gas from the tank farm is absorbed by the three-stage falling film and discharged through a 15m high exhaust cylinder (5# exhaust cylinder).

(3) emergency pool, initial rainwater recovery system, toxic and combustible gas detection and alarm measures;

(4) sound insulation and shock absorption equipment and materials;
